System glitches affect cargo clearance at Tema Port; shippers not to bear additional cost - GSA

System glitches and equipment breakdowns at the Tema Port have disrupted cargo clearance processes, with shippers facing significant delays in the delivery and evacuation of containers.
The Ghana Shippers Authority (GSA) has assured stakeholders that no additional costs will be imposed on shippers as a result of these challenges.
In a statement issued on December 24, the GSA identified the persistent breakdown of scanners at the MPS Terminal 3 and intermittent issues with the Integrated Customs Management System (ICUMS) as the main causes of the delays. These technical challenges, the GSA noted, have had grave implications for the entire cargo clearance system.
“The Authority reminds the shipping community that no shipper using a port in Ghana should pay for costs associated with delays not occasioned by the shipper,” the statement emphasized. The GSA has also urged consignees, service providers, and other stakeholders to report any imposed or paid charges to its offices for investigations and possible refunds if delays are found to result from systemic failures.
The Authority acknowledged the strenuous efforts being made to resolve the situation and assured all stakeholders of its commitment to ensuring efficient delivery of services. “GSA will continue to work with all stakeholders to restore efficiency in the shipping sector for the benefit of all,” the statement added.
As the challenges persist, industry players are hopeful for swift resolutions to mitigate the economic impact of the delays, especially during the peak holiday season.
