Parliament has officially approved President John Mahama’s first three ministerial appointees following a debate on Tuesday, January 21.
The appointees—Dr. Cassiel Ato Baah Forson as Minister-designate for the Ministry of Finance, John Abdulai Jinapor as Minister-designate for the Ministry of Energy, and Dr. Dominic Akuritinga Ayine as Minister-designate for the Ministry of Justice and Attorney General—are set to be sworn in as substantive ministers.
The motion to approve the nominees, which was moved during a sitting chaired by Second Deputy Speaker Andrew Asiamah Amoako, received unanimous approval from the House.
During the debate in Parliament, Minority Leader Alexander Afenyo-Markin, alongside other members of the House, expressed their confidence in the appointees. They urged them to execute their responsibilities diligently and always prioritize the public’s best interests. “They should not disappoint us. We wish them all the best,” fellow legislators added.
The nominees had appeared before Parliament’s Appointments Committee on January 13. Dr. Ato Forson, who is an economist and tax practitioner, highlighted his commitment to boosting Ghana’s tax revenue by improving compliance, aiming to increase it to 16% of GDP without introducing new taxes.
John Abdulai Jinapor, with his extensive background in energy economics and finance, outlined his plans to establish a framework for private sector participation in the operations of the Electricity Company of Ghana (ECG) by the end of 2025. He also committed to enhancing the country’s power distribution system.
Dr. Dominic Akuritinga Ayine, a seasoned lawyer with three decades of experience, pledged to uphold citizens' rights, promising the reintroduction of a revamped public tribunal system.

Dr. Forson, an economist, chartered accountant, and tax practitioner, previously served as Deputy Finance Minister under the former National Democratic Congress (NDC) administration. He possesses vast expertise in public finance, macroeconomics, fiscal and tax policy, and business management.
John Abdulai Jinapor, with a Master of Science in Energy Economics from GIMPA and a Postgraduate Diploma in Finance and Financial Law from the University of London, brings a wealth of experience in energy economics and finance.
Dr. Dominic Akuritinga Ayine, a senior lawyer with over 30 years of experience, previously held the positions of Deputy Attorney General and Minister for Justice.
